BACKGROUND
Village Hall is cooled by a 400-ton York Chiller. Johnson Controls is contracted to perform five maintenance checks throughout the cooling season. During the first maintenance check in April, two circuit boards necessary for operation were determined to be in need of replacement. These circuit boards control the system’s variable speed motors. During this same check, the contractor also noticed a leak in two of the three cooling circuits of the unit. The unit was charged and monitored to determine the location of the leak.
On Friday, May 8th, the chiller shut down. The main leak was discovered in the gasket between the cooling circuits. In order to repair the chiller, a significant portion of the unit had to be taken apart and rebuilt. The unit would not operate without the repairs. The chiller is no longer covered by any warranty. Emergency repairs were approved for an amount not-to-exceed $40,742 for replacement of the circuit boards and necessary repairs to the chiller.
Staff is requesting the transfer of funds from the General Fund Contingency Account 101-9901-591-4096 to the Public Works Building Equipment Account.
The work was completed on May 18, 2015 at 2:00 p.m.
RECOMMENDATION
Staff recommends the waiver of competitive bids and approval of payment to Johnson Controls in an amount not-to-exceed $40,742 for emergency repairs and the transfer of $40,752 from the General Fund Contingency Account to the Public Works Building Equipment Account No. 101-7101-531.21-02.
