Law enforcement agencies throughout the nation are utilizing Automated License Plate Recognition (ALPR) technology to enhance enforcement and investigative capabilities. ALPR systems expedite the time consuming process of manually comparing vehicle license plates with lists of stolen, wanted, or other vehicles of interest. In 2017, the Police Department acquired and deployed the first Genetec ALPR equipped patrol vehicle. Since its implementation, the ALPR system has successfully assisted in numerous criminal investigations, led to the recovery of stolen vehicles, and aided in locating parking scofflaw vehicles. The current system has been deployed nearly 24/7/365 with minimal service disruption due to equipment or software malfunction, exceeding the expectations for daily law enforcement field use.
While primarily used to combat criminal enterprise, ALPR systems are also emerging as a tool for parking enforcement operations. ALPR systems increase operational effectiveness by alerting parking enforcement officers of potential parking violations or scofflaws. ALPR systems may be utilized to monitor time-zone parking, validate parking permits, or even confirm village vehicle sticker compliance. ALPR technology in parking enforcement operations seeks to enhance customer experience and ultimately improve compliance.
Managing multiple ALPR systems requires equipment and software to integrate within a single platform, ensuring communication remains synchronized and robust throughout the system. Staff is recommending expansion of the existing Genetec system. A proposal was sought from the regional authorized vendor, Minuteman Security Technologies, to expand the current system to include one additional marked patrol vehicle ALPR system and one ALPR system for parking enforcement operations:

The proposed purchase will be paid for by using asset forfeiture funds. There is a sufficient account balance to support this acquisition.
Recommendation
It is recommended that the Village Board waive the formal bid process and approve a contract with Minuteman Security Technologies, Tinley Park, IL, to deliver and install 2 ALPR Systems for the total amount of $51,426.25.
