The Cook County Multi-Jurisdictional Hazard Mitigation Plan (HMP) was developed to prepare for specified natural hazards while responding to federal mandates set forth in the Disaster Mitigation Act of 2000.
The Village authorized adoption of the HMP in 2014. Adoption of the HMP facilitates eligibility for Federal Emergency Management Agency (FEMA) hazard mitigation funding.
The Public Works Department has several ongoing flood hazard mitigation projects that require, and will continue to require, significant funding. While the dollar amount of any grants available varies and must be shared with other participating jurisdictions, only those communities which have adopted the plan by resolution are allowed to apply for grants or reimbursements.
In order to maintain continued eligibility for FEMA mitigation grant assistance programs, the Act requires a hazard mitigation plan be updated every five years. There are 121 Cook County jurisdictions engaged in the FEMA-prescribed mitigation planning process to prepare the 2019 Plan.
The attached Resolution authorizes the adoption of the 2019 update to the HMP.
RECOMMENDATION
It is recommended that the Village Board adopt the attached Resolution Authorizing Adoption of the Update to the Cook County Multi-Jurisdictional Hazard Mitigation Plan.
