The 2020 Stormwater Utility budget includes funds for design of the Greenbrier/Roanoke Stormwater Improvement Project. This project labeled as Area D in Christopher Burke's preliminary engineering report was identified by the Board-authorized Flood Studies prepared after the July 23, 2011 record-breaking rain event.
Staff developed a Request for Proposals (RFP) which included the design and construction inspection services for the Greenbrier/Roanoke Stormwater, Roadway Reconstruction, and Watermain Project. The project includes an expansion of the existing detention basin at Happiness Park, installation of larger storm sewer pipes, replacement of watermain, and street reconstruction.
Proposals were requested from four qualified professional engineering consultants for design, permit preparation and submittals, preparation of construction plans, bid letting/recommendation, and construction engineering for all the work summarized above in the area known as the Greenbrier/Roanoke Area.
Four proposals were received on September 11, 2019. Three of the four responding firms were interviewed on October 21st and October 22nd.
The total budget for the Stormwater Control Improvements, street reconstruction, and the watermain replacement is $5.2 million.

All proposals were reviewed and tabulated by Village Staff. The lowest proposal received was from IMEG. IMEG's proposal was reviewed by Staff, and Staff did not believe they had enough relevant experience, nor did their proposed project team have the required public relations experience we desire for this project.
After discussing the proposals and interviews with the three remaining firms, Staff concurred that Christopher Burke's approach had the greatest value to the Village.
CBBEL had previously performed services for the Village, including the preliminary model, and the Village has been very satisfied with their performance. Most notably, CBBEL is overseeing the Cypress Project, and to date this project has been run very well. CBBEL has a multitude of similar experiences, and presented a public relations plan that demonstrated a clear understanding of our expectations for a project of this magnitude. Therefore, Staff is recommending award to the most responsive proposal from Christopher Burke Engineering.
CBBEL has determined that the project can be accomplished in one year, at a reduced impact to residents.
Staff has confirmed with the Finance Department that funds are available in Account No. 426-7101-571.50-25.
In order to complete the project in 2020, Staff will need to begin the design process this year.
Staff has reviewed the accounts and recommends a budget transfer from the Cypress Stormwater Improvement Project (SW1802) in the amount of $100,000 into SW1803, in order to fund the early start on design this year. The $100,000 is available due to the savings received on the engineering contract on the Cypress Stormwater Project.
RECOMMENDATION
It is recommended that the Village Board award the Greenbrier/Roanoke Area Stormwater, Roadway, and Watermain Engineering Services Project to Christopher B. Burke Engineering Ltd. of Rosemont, Illinois, in an amount not-to-exceed $526,627 with the understanding that $100,000 is estimated to be spent in 2019, and authorize a budget transfer in the amount of $100,000 from SW1802 in order to get an early start on design.
