Item: Emergency Replacement of Watermain Under McDonald Creek

Every year, the Public Works Department completes a leak survey on approximately 25% of the Village’s water distribution system. This leak survey consists of surveying our water mains to listen for leaks with highly technical equipment. The equipment is capable of removing background noise and isolating the frequencies related to water leaks.

 

In September, during the course of leak surveying, a water leak was discovered on a 12” diameter water main under McDonald Creek, just west of North Windsor Drive.

 

By nature, leaks only get bigger as time progresses. Due to the location of the leak, Staff is requesting to make an emergency repair as soon as possible. Staff believes the best long-term solution would be the complete replacement of the water line that passes below McDonald Creek.

 

Staff has contacted two contractors capable of performing this work, and requested pricing to excavate, bore, pull 300’ of 12” DR11 High Density Poly Ethylene (HDPE) pipe, cap both ends to be abandoned, and perform sediment control and site safety.

 

The two cost estimates are as follows:

 

     LoVerde Construction of Wheeling, IL     $79,711

    Joel Kennedy of Park City, IL                   $85,800

 

The Water Distribution Unit of Public Works will perform the connections on each side of the creek, as well as other tasks. This will help reduce and control costs for this emergency work. 

 

Staff has successfully worked with LoVerde Construction on similar projects in the past and recommends accepting their proposal to perform this work.

 

Funds are available in Contingency Funds.

 

RECOMMENDATION

 

It is recommended the Village Board waive competitive bids and award the emergency replacement of water main under McDonald Creek in the amount of $79,711 to LoVerde Construction of Wheeling, Illinois, and authorize Staff to execute the necessary documents. It is also recommended that the Village Board amend the 2019 budget by transferring $79,800 from the Water and Sewer Contingency Fund (505-9901-591.40-96) to the Watermain Replacement Program (505-9001-571.50-25, WA 9001).
