Item: SCADA Software Services - Expenses over $25,000

Throughout the year, the Village's Water and Sewer Control System requires ongoing maintenance and repairs. These repairs are made to pumps, meters, and valves that control the flow of water through our system.  A computer system controls how and when this equipment operates. The system that performs these functions is commonly called a Supervisory Control and Data Acquisition (SCADA) System. The software that performs these vital functions needs to be modernized to run on the new hardware platforms required for needed equipment to improve the water system.  At the present time, we are also replacing many of the Programmable Logic Controllers (PLC) in the system which have reached the end of their useful life.  These new PLCs also require programming.

 

During the history of the automated systems for the Village, one contractor (Allan Integrated Control Systems) has performed the software update, modification and addition to the devices that control and monitor our SCADA System. As such, Allan Integrated Control Systems is the sole provider that maintains the necessary files and documentation that enable them to perform updates, modifications and additions, with minimal interruptions to these critical systems.

 

During the course of 2019, the sum total of individual expenditures for Allan Integrated Control Systems has exceeded the maximum allowable cost without Board approval.

 

Funding is available in Account 505-7201-561.50-15 (EQ1525).

 

RECOMMENDATION

 

Staff is recommending the Village Board waive the formal competitive bidding requirements for calendar year 2019, for the SCADA Software Services - Expenses over $25,000 and award the contract to Allan Integrated Control Systems of East Troy, Wisconsin, for $55,000 and authorize Staff to execute the necessary documents.
