The Storm Water Control Fund includes yearly funding for the televising and repair of the Village’s large diameter storm sewer pipes. During a televised inspection of our storm water collection system it was discovered that 288’ of large diameter storm water pipe was partially collapsed. This collapsed pipe is generally located east of the Corner Bakery alongside the existing fence within an existing VAH easement in the Northpoint Shopping Center.
The generally accepted method of maintenance for this circumstance is to open cut a trench and replace the failed pipe. This will ensure continued storm water flow capacity in that area.
Bid specifications and plans were created for this Storm Sewer replacement. The bid specifications were broken down into unit prices for material and services related to the bid. The specifications for repair were developed with a base and alternate bids. The base bid was for repair of the known failure and the alternate was for the replacement of an additional 100’ of corrugated metal pipe located towards Palatine Road. Recent video inspection footage indicates that the alternative bid is not necessary. On February 4th, 12 bids were opened and publicly read aloud. References were checked and Staff agrees with our consulting Engineer (IMEG Engineering) that the lowest responsive bidder, LoVerde Construction of Wheeling, Illinois, should be awarded the contract for the Base Bid. All reference checks were favorable, and the bid meets specifications. Staff has successfully worked with LoVerde Construction on similar projects in the past and recommends accepting their bid proposal to perform this work. Staff believes LoVerde Construction has a good understanding of the project scope and can successfully complete the project.
Funds are available in Account No. 426-7101-571.50-25 (SW1520) for this project.
RECOMMENDATION
It is recommended, that the Village Board award the Northpoint Storm Sewer Replacement Project to the low responsible bidder, LoVerde Construction of Wheeling, Illinois, for the base bid amount of $60,000 and authorize Staff to execute the necessary documents.
