The approved 2020 Capital Water & Sewer Budget includes $875,000 for painting and maintenance of the west 6-million gallon water tank located at Station #16, which is located south of the Wilke-Kirchhoff Detention Basin. The project includes the replacement of many of the center row roof panels and painting of the interior and exterior. In addition to this work, the second 6-million gallon water tank at Station 16 will be touched up to extend the coating's useful life. New coatings can be expected to last up to 25 years and help extend the life of the tank.
Specifications and plans were prepared, advertised, and distributed to national industrial painting firms. On February 13th, the following three bids were opened and publicly read aloud:

The lowest responsive bidder, Jetco Ltd. of Lake Zurich, IL, has received favorable comments from references checked by Village Staff, and has successfully performed similar work for the Village in the past. Robinson Engineering (Tank Painting Consultant) has reviewed all the documents and recommends awarding the bid to Jetco Ltd.
The highly specialized nature of construction inspection services during water tank painting and welding makes the competitive proposal process difficult. Robinson Engineering prepared the specifications for this project and has successfully performed construction inspection services for the Village’s last three water tank projects. Based on our positive experiences with Robinson, Staff requested a proposal from them for construction inspection services for the Station #16 West Water Tank work.
Robinson’s Scope of Services includes project administration, pay request review, paint inspection, weld inspection, material disposal administration, and project closeout for this project. It is expected that this project, once begun, will take about four months to complete. The importance of painting condition assessment is critical to minimize the potential for future coating failures. When paint is applied properly, the coating should last at least 25 years. The cost for Robinson Engineering services for this project is an amount not-to-exceed $37,300. It should be noted that the hourly cost represents no price increase from the last water tank that was inspected by them.
Funds for these services are available in Account No. 505-9001-571.50-25 (WA1101).
RECOMMENDATION
It is recommended that the Village Board award the bid for Station #16 West Water Tank Painting to Jetco Ltd. of Lake Zurich, Illinois for their not-to-exceed price of $824,936. The bidder has been determined to be responsible and the bid meets specifications. It is further recommended that the Village Board waive competitive bids and approve execution of a contract with Robinson Engineering for construction engineering services for the painting and repairs to the Station #16 West Water Tank in an amount not-to-exceed $37,300.
