The approved 2020 Capital Improvement Program (CIP) includes $4.5 million for the funding of Water System Improvements. This project is part of the Village’s ongoing program to replace aging water mains throughout the Village. The Public Works Department evaluates and prioritizes water main replacement based on defect severity, occurrence interval of failures, service reliability, and other related parameters. This year’s project includes the replacement of over 8,400 linear feet of water main. 

The bid document was split into three components; the Base Bid, Alternate #1, and Alternate #2. The Alternates were other sections of water main replacement throughout the Village. This was done to leverage all available funds for the maximum amount of work. At this time, Staff recommends the award of the base bid with the intention of awarding one or both Alternates if additional funding becomes available within the next 60 days. There are capital projects currently under design that include portions of water main replacement that will utilize funding from this source. The award status for these projects is questionable for this year, as such this would free up necessary funds for Alternate #1 and/or Alternate #2.

Bids for the 2020 Water System Improvements were duly advertised and publicly opened on March 11, 2020.  Mauro Sewer submitted the lowest responsible bid. The Village’s design engineer, IMEG Engineering, recommends that Mauro Sewer be awarded the contract for the 2020 Water System Improvements. Staff checked references for Mauro Sewer and found them to be favorable. Therefore, Staff concurs with IMEG’s recommendation that the bid be awarded to Mauro Sewer. Their bid is $505,428 under the engineer’s estimate, which was based upon last year's awarded unit prices. The bidder has been determined to be responsible and the bid meets specifications.

RECOMMENDATION

It is recommended that the Village Board award a contract for the 2020 Water System Improvements to the lowest responsible bidder, Mauro Sewer of Des Plaines, Illinois, in the amount of $2,564,635 for the base bid and authorize execution of the necessary documents.
