The approved 2020 Budget includes $17,800 for contractual  parkway restoration for watermain breaks, sewer repairs, snow plowing, and tree removals at various locations throughout the Village. The bids were based on an estimated total of 10,000 square feet of turf restoration. This estimate included a percentage breakdown of each type of restoration based on historical averages. Bid specifications were prepared, publicly advertised, and sent to local contractors. Three contractors responded at the March 11, 2020 bid opening.  The following three bids were opened and publicly read aloud:

The actual amount spent will depend on the amount of turf restoration work performed by this contractor, which is dependent on the number of utility repairs and installations, tree removals, and snow plow damage which result in the need for this work.

Apex Landscaping of Hawthorn Woods, IL was the low bidder based on unit prices.  Staff has worked with them in the past and is satisfied with their work.

Funds are available for these services in Account No. 101-7101-531.21-15 ($5,300) and 505-7201-561.20-30 ($12,500).  Although the general cost for restoration is within staff's authority to approve, large utility repairs in the past have exceeded the $25,000 threshold.

RECOMMENDATION

It is recommended that the Village Board award a three-year contract for Parkway Restoration to Apex Landscaping of Hawthorn Woods, Illinois, based on unit prices up to the budgeted amount, and authorize Staff  to execute the necessary documents.
