Request for Proposals were sent on February 21, 2020 for Elevator Inspection Services.  These services are for both new installations and existing elevators to ensure compliance with state laws, rules, codes and standards for elevator safety for commercial building and residential homes throughout the Village.  Currently, there are 500 such conveyance systems in the Village.  The contractor will be responsible for inspecting the operating conditions of new, existing and altered elevating equipment in accordance with Illinois Elevator Safety Rules and Safety Codes referenced under American Society of Mechanical Engineers A17.1-3, as required by the Office of the State Fire Marshal.  

Proposals were mailed to 11 vendors and only three responses were received.  The lowest proposal is from City Wide Elevator Inspection Services, Inc.  It was found that their references were not all favorable and the quoted prices are grossly below average market costs for providing such services. For these reasons, Staff recommends rejecting the bid from City Wide Elevator Inspection Services, Inc. Thompson Elevator Inspection Services was the next lowest bidder. Thompson Elevator has been the vendor for the Village and is determined to be a responsible vendor.  

The total annual expense is based on unit prices for the total number of units reviewed in the Village. The volume of inspections varies from year to year.  Building & Life Safety has a budget amount of $30,000 for services in 2020 (Acct. No. 101-4501-523-21-65). Inspection fees are reimbursed to the Village by the property owners.

Recommendation

It is recommended that the Village Board reject the bid from City Wide Elevator Inspection Services for the reasons set forth above and award a five year contract for elevator inspection and maintenance services to Thompson Elevator Inspection Services of Mount Prospect, IL and authorize the Village Manager to execute all necessary documentation to effectuate the contract.
