The approved 2020 Capital Improvement Program includes $4,500,000 for the funding of water main improvements throughout the distribution system in Arlington Heights.  This year’s funding will be used for two different types of projects. One contractor will utilize traditional water main replacement and the other contractor will utilize water main lining to rehabilitate and restore several sections of water main to a like "new" condition.

The water main lining portion of this program includes the restoration of water main under the Union Pacific Railroad at the following locations; Euclid & Northwest Highway, Miner & Northwest Highway, Vail & Northwest Highway, and Arlington Heights Road & Northwest Highway. An additional location of South Arlington Heights Road & Golf Road will be lined and rehabilitated as well.

Bid specifications and plans were developed that included all railroad crossings and the Arlington Heights Road and Golf Road intersection.  All of the locations were broken down into 12 separate unit prices to maximize available funding. On April 8th, three bids were opened and publically read aloud. The following table represents totals for all 12 tasks from the qualified bidders.

Staff and IMEG (our consulting engineer) analyzed the bid submittals and made contact with the low bidder to confirm a clear understanding of the specifications. Staff checked references on Sheridan Plumbing. References were favorable and IMEG and Staff believes Sheridan Plumbing has the ability to perform the work as specified satisfactorily, and therefore recommends award. Based on budget limitations, we are recommending that only 5 of the 12 locations be awarded, at a total cost of $1,085,764.

Funds for these improvements are available in Account No. 505-9001-571.50-25 (WA9001).

RECOMMENDATION

It is recommended that the Village Board award a contract for 2020 Water & Sewer Improvements - Water Main Lining to the low responsible bidder, Sheridan Plumbing of Bedford Park, Illinois, in the amount of $1,085,764 based upon unit prices for 5 of the 12 designed locations and authorize Staff to execute the necessary documents.
