The approved 2020 Capital Improvement Program (CIP) includes $4.5 million for the funding of Water System Improvements.  This project is part of the Village’s ongoing program to replace aging water mains throughout the Village.  The Public Works Department evaluates and prioritizes water main replacement based on defect severity, occurrence interval of failures, service reliability, and other related parameters. The traditional part of this program includes the open execution and replacement of the water main.

Bids for the 2020 Water System Improvement Program were duly advertised and publicly opened on March 11, 2020. The bid document was split into three components: the Base Bid, Alternate #1, and Alternate #2. The Alternates included other sections of water main replacement throughout the Village. This was planned to leverage all available funds to construct the maximum amount of work. On April 6, 2020, the Village Board awarded the Base Bid with intention of awarding one or more Alternates at a later time.

Recent changes to some Capital Projects has made some water main replacement funds available. We are seeking approval for the water main replacement identified as Alternate No. 1, which would replace the water mains on Viator Court, Derbyshire Lane (between Oakton & Kennicott), and Kennicott (between George & Sigwalt). 

Mauro Sewer was the lowest overall bidder, and lowest on all Alternates.  Staff is recommending the contract with Mauro Sewer of Des Plaines, IL be increased to include Alternate #1 in order to leverage available funding, now that the water lining bids have been opened. The bidder has been determined to be responsible and the bid meets specifications.

Funds for these improvements are available in Account No. 505-9001-571.50-25 (WA9001).

RECOMMENDATION

It is recommended that the Village Board approve Alternate #1 to the 2020 Water System Improvements to the lowest responsible bidder, Mauro Sewer of Des Plaines, Illinois, increasing their contract by an amount not-to-exceed $699,954.10 and authorize the execution of the necessary documents.
