The previously awarded 2020 MFT Street Reconstruction / Rehabilitation Project included Walnut Avenue from White Oak Street to approximately 650 feet south of Central Road.  This section is one of the eight streets included in the contract which was awarded to Builders Paving, LLC at the April 27, 2020 Village Board meeting, in the amount of $2,898,000.

The project, as bid, did not include the last 650 feet up to Central Road.  This section was previously omitted because there was the potential to delay the entire project, due to further Illinois Department of Transportation (IDOT) review requirements for the Central Road intersection.  With bid prices coming in lower than anticipated, and other capital projects getting delayed, the additional funding needed to complete Walnut Avenue up to Central Road is available.  Staff continued to pursue the IDOT and Cook County approvals for this final section of Walnut Avenue, resulting in IDOT approval of the limit of construction extension. Construction will begin on this section when all environmental clearances have been approved, and the Cook County permit has been received. 

Builders Paving, LLC has agreed to complete the work at the contract unit prices, along with a modest increase for Construction Layout and Traffic Control and Protection, proportionate to the increase in work effort. Staff has reviewed the request additional costs, and found them to be in line with the bid unit prices. The extension of Walnut Avenue construction limits is estimated to cost $139,603.51 for a total contract amount of $3,037,603.51.

The construction start date for the project is still expected to be late-May.  An additional five workings days will be provided to the contractor to complete the extra work, extending the completion date to August 21, 2020.

Fund are available in the Capital Projects – Street Program, Account No. 401-7101-571.50-30 (ST9008) $139,603.51

RECOMMENDATION

It is recommended that the Village Board authorize Change Order #1 for the 2020 MFT Street Reconstruction/Rehabilitation Project and increase the contract with Builders Paving, LLC by $139,603.51 to $3,037,603.51.
