Item: Municipal Parking Garage Maintenance 2020

In 2013, the Village inspected all of the parking structures and developed a multi-year program to perform necessary repairs to extend the life of the structures. At that time, staff was focused on the Municipal Garage, as concrete cores had indicated chlorides had penetrated the concrete, and were possibly affecting the post stress tension in the deck. This tension steel is susceptible to corrosion that can leak through the concrete. Chlorides from road salt is the biggest cause of corrosion. The Village has never used road salt or chlorides on the parking garages, but chloride salts dropped from parked cars still has a negative impact.

 

Based on this inspection, the Village and our consultant, Walker Restoration, designed a 10-year Rehabilitation Program to extend the life of the garages. The first four years of the program are now completed, and included concrete and structural steel repairs, and the re-installation of necessary caulking of the top decks at all parking garages. In addition, due to the sensitivity of the Municipal Garage, a 3-part waterproofing membrane was added to the top deck of this garage only. Now that the rehabilitation work is completed, we are beginning the maintenance phases of our program.

 

The 2020 Capital Budget includes $200,000 for maintenance of the Municipal Parking Garage. The work consists of prepping the surfaces, reapplying the top two coats of membrane, application of necessary caulk, and masonry repairs to the capstones that surround the parking garage. Given upcoming budgetary constraints, Staff is reviewing planned parking facility improvements to see if they can be deferred. However, we believe that this process is necessary to maintain our facilities and will result in higher costs in the future if deferred.

 

J. Gill and Company of Tinley Park, IL has completed the work of all four phases of the program.  Completion of this year's program enables the Village to extend the existing Tremco membrane warranty.  Tremco is the manufacturer of the 3-part membrane originally used on the Municipal Garage. Continuing use of the Tremco product allows the Village to only have to re-apply two coats of the product, reducing our costs significantly.  Staff is recommending a sole source contract to J. Gill and Company because of the past success, professionalism, and they are the only "approved" applicator of the Tremco product in the area.

 

J. Gill submitted a written proposal on April 21, 2020, in the amount of $180,180 for the work.  Walker Restoration has reviewed the proposal and unit prices, and found them to be competitive based on recently awarded contracts.  The proposal meets the plan and specifications as designed, and is within budget. Village staff has successfully worked with J. Gill and Company in the past and recommends approval.

RECOMMENDATION

 

It is recommended that the Village Board award the 2020 Municipal Parking Garage Maintenance contract to the responsible, sole source contractor, J. Gill and Company of Tinley Park, Illinois, in the amount of $180,180 and to authorize staff to execute the necessary documents.
