In June, 2008, the Illinois Department of Transportation (IDOT) entered into an Agreement with the Village of Arlington Heights to financially participate with preliminary engineering and agreed to reimburse the Village for 50% of all preliminary engineering costs up to a maximum of $100,000 for the U.S. Route 14 & New Wilke Road Intersection Improvements. Construction began in May, 2015 and was completed in June, 2017. The Village has paid 100% of the cost of preliminary engineering.

Village staff has contacted IDOT on numerous occasions over the last five years regarding the reimbursement for the preliminary engineering fees.  IDOT has recently followed up with Village on the status of the reimbursement and made staff aware that the $100,000 budgeted by IDOT in 2008 to reimburse the Village had been inadvertently unencumbered and the funds were no longer available.  To correct this, IDOT has assigned a revised Job Number and has requested that the Village approve the second addendum to the original agreement.  Once executed by the Village, IDOT has indicated the funds would be budgeted in FY 2021 and available after July 1, 2021.

RECOMMENDATION:

It is recommended that the attached Resolution Approving a Second Addendum Agreement with the Illinois Department of Transportation be approved by the Village Board.
