Item: Arlington Alfresco Continuation - Coronavirus Relief
Department: Planning & Community Development

Background

The Coronavirus pandemic has had a significant impact on the national, state and local economies.  On May 18, the Village Board discussed the implementation of the Arlington Alfresco for Downtown Arlington Heights and authorized the Village Manager to proceed with its implementation.

The Village has received many requests from restaurants and customers asking to extend the Arlington Alfresco further into the summer.  The agreement negotiated with each business within the Arlington Alfresco area, run through September 8.

Arlington Alfresco and been a difference maker between dark store fronts and a life saver. It is imperative to the businesses that Arlington Alfresco be extended to provide a possible way through what is expected to be a dismal winter. The businesses are able to employ and support many local families as a result. The original intent of Arlington Alfresco was to assist the restaurants and businesses in their survival efforts during Covid-19.

The attached memorandum describes the ongoing communication with downtown businesses and residents.

Recommendation

Staff recommends that Arlington Alfresco be extended to November 2nd, or the first snow fall allowing live music to continue with the restaurants asked to continue to self-monitor the noise levels. The Village reserves the right to add restrictions to music levels and to adjust to complaints as may be necessary. Arlington Alfresco could be further extended should mild weather continue after further input from the Board and community.
