The 2021 Capital Improvement Program (CIP) includes funding for replacement of the Emergency Generators at Station #16, located at Wilke & White Oak. Generator replacement is part of the Village's efforts to update aging infrastructure related to the water system. Station #16 includes booster pumps, above ground water storage tanks and a standby well.
This will be the last of three booster station generator replacements in recent years. Proposals for Professional Engineering Services were solicited in 2016 from four qualified firms with extensive experience in this type of design work. The scope of proposals included the design for replacement of the generators and associated switching hardware at Booster Station #13 (first generator replacement). The proposal established a not-to-exceed cost for necessary design, and preparation of bid specifications and bid recommendation.
Burns and McDonnell provided the most comprehensive and cost competitive proposal. Their proposal included the use of local experienced personnel with oversight from more senior personnel located at other national offices to leverage cost savings for the Village. Staff was satisfied with the services provided from Burns and McDonnell for our two recent generator replacement projects and recommends them for completion of the program.
Funds for these services are available in Account No. 505-7201-561.50-15 (EQ9902).
RECOMMENDATION
It is recommended that the Village Board award the contract for Station #16 Emergency Generator Upgrades and Replacement Design to Burns & McDonnell for the not-to-exceed amount of $45,500 and authorize staff to execute the necessary documents.
