Public Works prepared specifications for the furnishing of fire line meters and associated parts & equipment.  The bid is designed to provide a material contract needed for new construction and replacement of existing failed meters. The purchase of meters for new construction is reimbursed through the Building Permit process.  

The material bid was advertised and publicly opened on December 30, 2020.

The specifications requested unit prices for various size Fire Line Meters and associated Itron Radios (remote read).  The contract is for three years, with the first year pricing fixed and an escalator equal to one-half the Consumer Price Index of the Chicago-Gary area for the following two years.

Low bidders (shown in bold), HBK Water Meters, Water Resources, and Midwest Meter have been determined to be responsible and their bids meet specifications. 

Funds for these meters are included in the 2021 approved budget in the following Accounts:

RECOMMENDATION

It is recommended that the Village Board award a three-year contract for Furnishing of Fire Line Water Meters and Associated Parts & Equipment, for bid items 1, 2, 3, to HBK Water Meters of Palatine, Illinois, and bid item 4 to Water Resources of Elgin, Illinois, and bid items 5 and 6 to to Midwest Meter of Edinburg, Illinois, who are the lowest responsible bidders for those items.  All purchases within the year will be purchased at approved unit prices, up to the approved budget. It is also recommended that the Village Board authorize staff to execute the necessary documents.
