Item: Resolution - Contract - Single-Family Solid Waste Removal

Below is an overview of changes from the current Groot contract that have been incorporated into the proposed 7-year contract, effective April 1, 2021, as the Village's single-family solid waste hauler.  Said changes include discussions from the October 12, 2020, Committee of the Whole meeting.

 

The following adjustments requested by the Village Board are reflected in the final agreement:

 

  • Five Free Yard Waste Bag Concept moved from the 1st week in April to the 3rd week in April.
  • 2 for 1 leaf bag collection expanded by two weeks from current contract (will now start on October 15th instead of October 29th).
  • Groot will offer an additional free cart size swap for households transitioning from twice per week refuse subscription during the first year of the contract. 7.6% of residents subscribe for twice per week refuse service currently. 

 

The following reflect changes from the current contract:

 

  • Seven-year contract effective April 1, 2021, with the option for a five-year extension.
  • Annual increases shall be determined by the Consumer Price Index, for Chicago-Naperville-Elgin, All Urban Consumers (CPI- U), All Items (1982-84 = 100), with a minimum of 1.5% and a maximum of 3.5%.
  • Once per week unlimited refuse collection only, eliminating the option for twice per week.        

Benefits include:

  • better pricing;
  • less wear and tear on streets;
  • less pollution;
  • less noise;
  • less traffic;
  • 2.6% to 7.4% price reduction on all services.
  • 5.6% price reduction for once per week refuse collection, curbside ($18.33 to $17.30)
  • 14% reduction in landscape waste sticker price ($2.85 to $2.45)
  • Five free landscape waste bags or bundles collected on the third landscape waste collection day annually in April.
  • Two for one leaf bag collection expanded by two weeks, changed from November 1st to October 15th.
  • Landscape waste subscription increase from three unstickered bags or bundles weekly to five.
  • Landscape waste/food scrap cart subscription increase from seven to nine unstickered bags or bundles.
  • Two electronic items collected from the curb at each household per week at no additional fee.
  • Cathode-ray tube (CRT) televisions in excess of 50 pounds will require an additional charge of $50 per unit. Residents must schedule collection with Groot. 
  • 10% discount for Active Military.
  • The discount is available for residences with a family member that normally lives in the home and is in full-time military service or is a Guard/Reservist that is actively deployed.
  • New Charge for oversized items, i.e. piano, hot tub. Does not apply to mattresses, tables, sofas, dressers, etc. Residents must schedule collection with Groot. Will only apply to items where a separate truck and/or additional staff needed to take item.
  • The charge is determined by volume (cubic yards). The set rate is $15.00 per yard.
  • For customers who are either 65 years of age or older or are disabled, backdoor service will now include both refuse and recycling collection.
  • Groot will provide an Annual Household Hazardous Waste or Specialty Disposal Event at a cost not to exceed $30,000 per event. The nature of the event will be mutually agreed upon by the Village and Groot. The event may be annual, biannual, or another frequency, as long as it is the equivalent of $30,000 per year.

 

RECOMMENDATION:

 

It is recommended that the Resolution Approving a Contract with Groot Recycling & Waste Services, Inc., be approved.
