This Intergovernmental Agreement between the Village of Arlington Heights and the City of Rolling Meadows is for the local share of Phase 1 engineering study costs required as part of the Federal funding guidelines for the Weber Drive Roadway Reconstruction project from IL62 (Algonquin Rd) to Central Road. The west half of the roadway right-of-way is under the jurisdiction of the City of Rolling Meadows, and the east half is under the jurisdiction of the Village of Arlington Heights.
The project has been earmarked $1.37 million in Federal STP funding for Phase 2 plan preparation and Phase 3 construction and construction engineering on the multi-year list of the Northwest Council of Mayors. The City of Rolling Meadows will act as the lead Local Agency and the Village will contribute 50% of the costs required to complete the Phase I engineering study, which is not eligible for Federal funding under the current guidelines.
The City of Rolling Meadows intends to enter into a contract provided by their City Engineer, Christopher B. Burke Engineering, Inc. to perform the Phase I engineering for $103,042 as detailed in the Intergovernmental Agreement. The local share costs to Rolling Meadows and Arlington Heights are calculated to be $51,521 per community (50% each). This percentage will be maintained throughout design and construction.
The City of Rolling Meadows approved this Intergovernmental Agreement at its City Council meeting on January 26, 2021.
Funding for the Village’s share of the Phase 1 engineering ($51,521) is available in the Capital Projects Fund account number 401-7101-571.50-30 (ST2102).
RECOMMENDATION
It is recommended that the Village Board approve the attached Resolution Approving an Intergovernmental Agreement between the Village and the City of Rolling Meadows.
