Item: Professional Engineering Services - Scarsdale Estates Drainage

Based on observations of flooding conditions over the last few years and neighborhood input, staff requested a proposal for a drainage study in the Scarsdale Estates neighborhood. The subject area is south of Sigwalt, east of Arlington Heights Road, north of Central, and west of Arthur Avenue.  The drainage concern is considered a localized problem and was too small for consideration on the two area-wide flood studies conducted in 2016/2017.  The problem has been intensified by the popularity of the area and the numerous tear-downs. 

This area is served by a combined sewer system and originally designed with ditches to facilitate stormwater flows to catch basins in the streets. The original ditches that have been altered over the years are ineffective.  Without curbs and gutters, restricted catch basins often result in flooding on the streets, extending into the parkways. The restricted catch basins were installed by design to control stormwater flows into the combined sewer system to minimize sewer backups, as many of the homes do no have overhead sewer systems.

 

Staff requested a proposal from Christopher Burke Engineering (CBBEL) to perform a drainage study in this area.  We secured a proposal for this work from CBBEL at a cost not-to-exceed $67,200. This proposal includes a LIDAR survey of the neighborhood, a public meeting presentation, evaluation of alternatives, and conceptual cost estimates. 


The Stormwater Utility Fund has sufficient reserves to cover this expenditure, in Account No. 426-7101-571.50-25 (SW1102).

 

RECOMMENDATION

 

It is recommended that the Village Board approve execution of a professional services contract with Christopher Burke Engineering for drainage study services in the Scarsdale Estates neighborhood, in an amount not-to-exceed $67,200.
