| | | | | | | | | | | The approved 2021 Capital Improvement Program (CIP) includes $4.0 million for the funding of Water System Improvements. This project is part of the Village’s ongoing program to replace aging water mains throughout the Village. The Public Works Department evaluates and prioritizes water main replacement based on defect severity, occurrence interval of failures, service reliability, and other related parameters. This year’s project includes the replacement of over 8,190 linear feet of water main.
The bid document was split into four components; the Base Bid, Alternate #1, Alternate #2, and Alternate #3. The Alternates were other sections of water main needing replacement in nearby areas. This was done to leverage all available funds for the maximum amount of work.
At this time, Staff recommends the award of the Base Bid, Alternate 1, and Alternate 3. There are other Capital Projects currently under construction that includes water main replacement and are expected to utilize the remaining funding.
Bids for the 2021 Water System Improvements were duly advertised, publicly opened and read aloud on March 25, 2021.
Bids ranged from $2,099,950 to $2,882,600 for the Base Bid & Alternates selected and provide a variance of $782,650 or 37%.

Holiday Sewer & Water submitted the lowest responsible bid. The Village's design consultant, IMEG Engineering recommends that Holiday Sewer & Water be awarded the contract for the 2021 Water System Improvement Program. Staff has checked references and found them to be favorable. The bidder has been determined to be responsible and the bid meets specifications. Therefore, Staff recommends contract award to Holiday Sewer & Water of Wauconda, IL.
Funds for these improvements are available in Account No. 505-9001-571.50-25 (WA9001).
RECOMMENDATION
It is recommended that the Village Board award a contract for the 2021 Water System Improvements to the lowest responsible bidder, Holiday Sewer & Water of Wauconda, Illinois, in the amount of $2,099,950 for the Base Bid, Alternate 1, and Alternate 3, and authorize execution of the necessary documents. |
