The Planning & Community Development and the Public Works Departments have developed a comprehensive landscape improvement plan for the Northwest Highway corridor identifying priorities and key focal points. The plan sets forth goals for the corridor and identifies a framework to evaluate improvements based upon minimum maintenance, opportunity, and enhancement areas. The plan is a multi-year, phased approach. The 2021 capital budget includes $101,000 for construction of Phase 4 of this plan.
As part of the fourth phase, plantings are proposed on the east end of Northwest Highway between Waterman Avenue and Arlington Heights Road. The landscaping will be located along Northwest Highway adjacent to the railroad tracks. It is anticipated that the landscaping will be installed in early summer of 2021. The goal is to develop a landscape that is sustainable, requires low maintenance and provides storm water benefits by utilizing primarily native plant material. This project was initially bid out in 2020, but then put on hold due to the pandemic.
On April 5, 2021, a public bid opening was held and two bids were publicly opened and read aloud. The following bids were received:

The lowest bidder was Flecks Landscaping. The Village has worked with Flecks Landscaping previously and has been satisfied with their quality of work. The bidder has been determined to be responsible and the bid meets specifications.
Funding for these services is available in Account No. 401-7101-571.50-30 (ST1620).
RECOMMENDATION
It is recommended that the Village Board award the Northwest Highway Beautification - Phase 4 contract to Fleck's Landscaping of Wheeling, Illinois, in the amount of $95,816 and authorize Staff to execute the necessary documents.
