Item: Resolution - IDOT - Intergovernmental Agreement - State Maintenance of Traffic Control Signals

The Village has a Master Agreement with the Illinois Department of Transportation (IDOT). This agreement identifies the energy and maintenance responsibilities of all Traffic Signals located on IDOT roadways.

 

The current ten-year intergovernmental agreement for traffic signal maintenance and energy costs between the Village and IDOT will expire on June 30, 2021. Village staff has been working with various representatives from IDOT over the last several months to review the proposed new agreements which will go into effect July 1, 2021 through June 30, 2031.

 

The agreements consist of the following:

 

1.  Intergovernmental Master Agreement for State maintained signals

Village to participate financially for a portion of maintenance and energy costs for certain signals ranging from 33.3% to 66.67%, of which the percentage is determined by the number of sections of Village streets that are serviced by the IDOT signal.

 

2.  Intergovernmental Master Agreement for Governmental Body Maintenance of Traffic Control Devices

The Village is responsible for maintenance and energy costs, of which IDOT will participate financially for a portion of the maintenance and energy costs for certain signals ranging from 50% to 75%, determined by the number of IDOT roadways are serviced by the Village signal.

 

The final intergovernmental agreements and exhibits have been reviewed and approved by Public Works staff and the Legal Department.

 

RECOMMENDATION:

 

It is recommended that the Village Board approve Resolutions authorizing the execution of the Intergovernmental Agreements with IDOT.
