Item: Southtown Corridor Sewer Capacity Study

A Preliminary Sewer report was conducted by the Village's sewer consultant RJN Group for the South Arlington Heights Road Corridor.  The purpose of the report was to analyze the current sewer capacities to determine if infrastructure improvements would be needed to accommodate future developments. The Study Area encompasses two Tax Increment Financing (TIF) Districts; TIF 4 and South Arlington Heights Road TIF.

 

To develop flow data, the analysis used historical water usage data for existing properties and estimated population equivalents for undeveloped properties to represent maximum flows.  The population equivalent / density data was provided by the Planning & Community Development Department.

 

Preliminary analysis shows some sewer sections that may not have sufficient capacity to handle normal wet weather flows.  In order to determine the impact with a high level of accuracy, we will need to perform some flow monitoring.  RJN has provided a proposal with two scopes, with an estimated total cost of $120,500.

 

The base analysis includes three months of flow monitoring of select locations within the Study Area. After flow monitoring is completed, the information will be placed into a hydraulic model to determine if there are any deficiencies within the system.  Alternatives for system improvements will be developed and analyzed in the model.

 

OPTION #1 includes analysis of the sewer camera data in the area to determine sewer main and manhole condition and improvement recommendations. This information will be used for potential future improvements in the area.

 

We are recommending approval of the base analysis and authorization to proceed with OPTION #1, if necessary after the monitoring is completed. Staff is attempting to meet the schedule demands of potential developers within the area. Professional Services are TIF eligible expenses and the cost of the study would be split proportionally between the two TIF Districts.

 

Funds for these services are available in the following Account Numbers: 

  Account No. 267-4001-571.50-25  (South Arlington Heights Road TIF)  $90,375

  Account No. 263-4001-571.20-05  (TIF 4)  $30,125

 

RECOMMENDATION

 

It is recommended that the Village Board approve the base analysis and authorization to proceed with OPTION #1, if necessary after the monitoring is completed, in the amount of $120,500 and authorize staff to execute the necessary documents.
