The Village maintains a contractual relationship for additional equipment and equipment with operator. The contracts will only be utilized as needed for scheduled field maintenance, staging and preparing material for disposal, and emergency underground utility repairs. These services are requested when projects require equipment that the Village does not own or to assist us with emergency repairs.  

Public Works prepared specifications for Furnishing of Small and Medium Sized Track Mounted Excavators. The bid specifications requested unit pricing for mobilization, equipment rental with a qualified operator, hourly rental, weekly rental and monthly rental of small and medium sized tracked excavators. The contract is recommended for three years, with three possible one-year extensions. The pricing is fixed for one year, with an escalator equal to one half the Consumer Price Index of the Chicago-Gary-Kenosha area if requested by the contractor.

Bids were duly advertised and publicly opened on July 6, 2021. The bid tabulation is attached. The two low bidders (for items specified below), Altorfer Cat and LoVerde Construction have satisfactorily performed this work for Arlington Heights Public Works within the last year, and their bids meet specifications. 

Funds for these services are available in Account No.505-7201-561.21-36.  

RECOMMENDATION

It is recommended that the Village Board award three-year contracts to Altorfer Cat of Addison, Illinois, for bid items 4,6,7,10,12,13,14,15,17 and 18, and to LoVerde Construction of Wheeling, Illinois for bid items 1,2,3,5,8,9,11 and 16. The bids are based on unit prices, up to the budgeted amount. It is also recommended to authorize Staff to execute the necessary documents.
