Item: Survey Services for Street Reconstruction & Street Rehabilitation Program 2022

The Engineering Department is currently determining the streets to be included in the 2022 Street Reconstruction Program. The first step in the design process is to perform the necessary topographic surveys that will be used as the basis for design. Our past experience has shown that this work is efficiently handled through a professional service contract with a qualified engineering survey firm that uses specialized survey equipment. The survey company first collects the topographic information and then interfaces the data with our AutoDesk CAD program providing a layout of the street along with the elevations.

 

In addition to providing cost per linear foot to complete the work in Fiscal Year 2021, we requested that the firms also provide a cost to complete the work in FY 2022 through FY2024, so upon satisfactory completion on the first year of work, the Village would have the option to extend the contract an additional year for up to a total of four years. 

 

This year the Engineering Department solicited proposals for these Professional Services from the engineering surveying firms listed below:

Baxter and Woodman, Inc. has performed these services for the Village of Arlington Heights in the past and is qualified to complete the proposed survey and CAD work.  Their proposal was the lowest of all the bids for the three-year program.  The survey work will be performed starting in the fall of 2021, and as weather allows this winter.  Construction is scheduled to begin in the spring of 2022.

 

Funding is included in the current budget in Account No. 401-7101-571.50-30 (ST9008).

 

RECOMMENDATION

 

Staff recommends that the Village Board award the Survey Services for Street Construction & Street Rehabilitation 2022 to Baxter and Woodman, Inc. of Crystal Lake, Illinois, in the amount not to exceed $42,926.40 and authorize staff to execute the necessary documents.
