The 2021 Capital Budget includes the replacement of the Village's Parking Garage Sweeper.  The sweeper is one of two dedicated machines used in cleaning the four Village-owned Parking Garages and the Public Works Garage.  The current machine is more than 10-years old and is need of replacement, due to wear and tear, age, and cost of maintenance. There are limited options for equipment in the size needed in order to maneuver around parked cars.

The proposed compact unit is a Multi Hog Model No. CV350 Sweeper, which was test-driven and investigated by Public Works' staff. This unit is more versatile than the current sweeper and has optional attachments to expand its use. 

The budget for replacement is $109,000. The Multi Hog CV350 Sweeper with trade-in is quoted at $118,600 which is $9,600 over budget. Staff analyzed the expense and believes this machine is worth the additional cost, due to the additional tasks it can complete. Staff has consulted with the Finance Department and the overage can be accommodated through reserves. 

The proposed equipment would be purchased from Jet Vac Environmental, the winning bidder through the Sourcewell Joint Purchasing Cooperative program. Sourcewell which is a Joint Purchasing Cooperative contracting agency for over 40,000 Municipal members throughout the nation, with competitively awarded contract purchasing solutions through industry leading vendors. The Village has been a member of Sourcewell  (formerly NJPA)  for several years and has made several purchases through this program. 

Funding for this equipment purchase is available in Account No. 621-9003-572.50-05 (VH9508).

RECOMMENDATION

Staff recommends that the Village Board award the purchase of the Multi-Hog Model No. CV350 Sweeper to Jet Vac Environmental of Island Lake, Illinois, in an amount not-to-exceed $118,600 (including trade-in), and authorize staff to execute the necessary documents.
