Item: Village's Water System - Security Improvements - Contract Award

America's Water Infrastructure Act (AWIA) was signed into law and states that community water systems serving more than 3,300 people must develop or update risk assessments and emergency response plans (ERPs). The law specifies the components that the risk assessments and ERPs must address, and establishes deadlines by which water systems must certify to EPA completion of the risk assessment and ERP.

 

In January of 2021, Public Works Staff entered an agreement with AECOM for a not-to-exceed amount of $20,954 to complete a security assessment of our four pumping stations along with the two water towers. Provided with this proposal was a schematic plan drawing, a narrative summarizing the proposed improvements and an estimate of construction cost. All aspects of the contract were completed, and staff is satisfied with the results.  

 

AECOM is an engineering consultant that is familiar with the Village's water system, and is considered the primary engineer of record for Northwest Water Commission. Due to AECOM's understanding of the current SCADA System and Operations, staff is recommending award for design, bid, and construction oversight services in an amount not-to-exceed $60,394.

 

The funds are available in Account No. 505-9001-571.50-25 (WA2101).

 

RECOMMENDATION

 

It is recommended that the Village Board award the contract for Professional Design Services for Security Improvements (in order to complete the security requirements for the Village's water system), to AECOM for an not-to-exceed amount of $60,394 and authorize staff to execute the necessary documents.
