The Public Works Operating Budget includes $425,000 in FY21 and $465,000 in FY22, for the purchase of sodium chloride used in the Village's Snow & Ice Control Program. Historically, the Village has pursued two vendors by preparing an internal bid and participating in the State's Joint Purchasing Program. Staff has found that during times of salt shortages having contracts with multiple vendors offers security for both price fluctuations and availability. This year, staff anticipates potential salt supply limitations and decided to split our needs over two contracts.
One contract will be in cooperation with the State Office of Central Management Services (CMS) and is typically awarded in the end of summer. On September 14th, 2021, the Village held a public bid opening where the following bids were opened and read aloud:

The base bid was for delivery on or before December 30, 2021 for 1,000 tons and used to fill the Village's dome early in the season. Alternate #1 is used for additional salt deliveries as needed after December 30, 2021 and per contract the Village can order between 0 and 1,000 tons.
Funds for this purchase are available in Account No. 101-7101-531.31-90.
RECOMMENDATION
It is recommended that the Village Board award a contract to Compass Materials of Overland Park, Kansas at the bid unit costs, per contract terms up to the budget for FY2021 and FY2022, and authorize staff to execute the necessary documents.
