On December 6, 2021, the Village Board awarded a contract to Christopher B. Burke Engineering, Inc. in the amount of $93,568.00 to perform the Phase 1 engineering study for the “Wilke Road Resurfacing & Multi-Use Path” project. The project consists of the resurfacing of Wilke Road from approximately 600 ft north of IL 62 (Algonquin Rd) to south of US 14 (Northwest Highway) and includes the extension of a concrete multi-use path along the east parkway of Wilke Road from Bray Court to north of Orchard Place. This path will connect to the existing off-street path at the southern edge of Sunset Meadows Park.
The estimated $3.13 Million project has been earmarked for $2.36 million in Federal STP funding for Phase 2 plan preparation and Phase 3 construction and construction engineering on the multi-year list of the Northwest Council of Mayors. The Phase 1 engineering study is not eligible for Federal funding under the current guidelines.
The requested action would authorize the approval of an Intergovernmental Agreement between the Village of Arlington Heights and the City of Rolling Meadows for the Phase 1 engineering study costs. The cost sharing breakdown is based on the proportional share of the roadway right-of-way jurisdiction between the Village of Arlington Heights and the City of Rolling Meadows:
Arlington Heights = 79.6% $74,480.00
Rolling Meadows = 20.4% $19,088.00
The Village will act as the lead Local Agency and the City of Rolling Meadows will reimburse the Village their proportional share of the costs. This cost sharing percentage will be maintained throughout design and construction.
The City of Rolling Meadows is scheduled to approve this Intergovernmental Agreement at its City Council meeting on January 25, 2022.
RECOMMENDATION
It is recommended that the Village Board approve the attached Resolution Approving an Intergovernmental Agreement between the Village and the City of Rolling Meadows.
