Item: Fire Engine Purchase

The FY 2022 Capital Budget includes $791,500 for the replacement of a Fire Department Engine. The Fire Department has five (5) engines, three are frontline and two are reserves.  The truck being replaced is a 2002 Pierce Quantum that was purchased in 2002.  It is currently working in a reserve capacity as it is the oldest engine.  The current rotation has trucks serving 10-12 years frontline and the remainder of their 20-year lifecycle as a reserve.  The new truck has an anticipated delivery date of 2nd quarter 2023, if the order is approved.  When the Village takes delivery of the new engine it will go into frontline service and a 2009 Pierce Quantum will move to reserve and the 2002 Pierce will be sold at auction.  The Fire Department is seeking approval to move forward with the purchase of a 2022 Pierce Impel fire engine. It has a 750-gallon capacity and pump capacity of 2000 gpm.  The new engine will have several features designed to reduce injury, e.g., reduced cab and step-in height; lowered hose beds; increased cabinet accessibility and has a larger pumping capacity.

 

The engine will be purchased through the CO-OP Helping Governments Across the Country Buy (HGACBuy), a nationwide government procurement service.  HGACBuy offers a joint purchasing program and bidding services to local governments and has a fire service apparatus contract with Pierce Manufacturing of Appleton, Wisconsin, the manufacturer of all the department’s fire apparatus. Macqueen Emergency is our local Pierre authorized dealer.  We will receive a discount of $23,348.00 for pre-paying 100%, bringing the total cost of the engine to $791,452.00.  Completing the order prior to February 1, 2022 will avoid the manufacturer’s 7% price increase. A performance bond will be issued by the manufacturer to ensure that the specifications and performance requirements for the new fire engine are met.

 

Recommendation

It is recommended that the Village Board approve the purchase of a 2022 Pierce Impel engine for a total cost of $791,452.00 from Macqueen Emergency, Aurora, IL, and authorize staff to execute the necessary documents.
