The Public Works Department has an existing contract with Schroeder & Schroeder, Inc. through the Municipal Partnering Initiative (MPI) group bid for Concrete Flatwork. MPI is a collaboration of more than 18 local municipalities that jointly bid out maintenance contracts to benefit from economies of scale.
The current MPI contract for Concrete Flatwork was jointly bid for the Villages of Mount Prospect, Glenview, Rolling Meadows, Wilmette, Northfield and Arlington Heights. The amended three-year contract began on March 19, 2019, and has the option to extend with a nominal increase for three separate one-year extensions.
This contract is an important tool for Public Works to maintain concrete repairs throughout the Village and extend the life of our concrete infrastructure. This contract enables various Units within Public Works to have concrete repairs completed that are required due to maintenance related excavations and normal deterioration.
Per Village purchasing policy, contracts can be extended with Board approval, up to the original term of the contract. The contractor has offered to extend the contract for 12 months with a 4% increase. The term of the extension would begin on March 19, 2022 and conclude on March 18, 2023.
Staff reviewed the request with MPI and agreed that the request was reasonable. This is the first extension and the first requested increase.
Staff has been pleased with the contractor’s quality of work and customer service. Staff recommends extension of this contract.
The Public Works 2022 Operating Budget contains $317,000 for concrete repairs. Funds for these services are available in Account Numbers 505-7201-561.21-30 ($132,000) and 101-7101-531.21-15 ($185,000).
RECOMMENDATION
It is recommended that the Village Board award a one-year contract extension to Schroeder & Schroeder, Inc. of Skokie, Illinois, at agreed upon unit prices, up to the budgeted amount, and authorize staff to execute the necessary documents.
