Item: LED Street Lighting 2022 - Purchase

The Village of Arlington Height's Capital plan includes the conversion of non-efficient lighting to Light Emitting Diodes (LED's) wherever possible. The Village plans to replace all 3,900 street lights over the 8-year program. 

The Village developed and advertised a public bid for this year's project. This bid was designed to provide competitive pricing for materials that Staff will install. The 280 street lights proposed for replacement are rated at 128 watts each including a transformer. The proposed lights are only 50 watts each. The Village has submitted the necessary paperwork for ComEd's Efficiency Rebate Program and anticipate a rebate of $24,640 which covers about 24% of the Village's costs.

 

On February 24th, three bids were publicly opened and read aloud, and the bid results are listed below:

The low bid from Steiner Electric was rejected due to the price quote was only guaranteed through March 4th, and all the bid documents were not provided. The second lowest bidder was Graybar Electric of Glendale Heights, IL with a total bid cost of $60,127. Staff has been pleased with past purchases through Graybar Electric and their bid meets specifications. Staff recommends award to Graybar Electric.  

 

Account No. 401-7101-571.50-30 (ST1901) has sufficient funds for this purchase.


RECOMMENDATION

It is recommended that the Village Board reject the bid from Steiner Electric, and award the LED Street Lighting 2022 purchase to Graybar Electric of Glendale Heights, Illinois, in the not-to-exceed amount of $60,127.20 and authorize Staff to execute the necessary documents.
