The approved 2022 Capital Improvement Program (CIP) includes $4.1 million for the funding of Water System Improvements. This project is part of the Village’s ongoing program to replace aging water mains throughout the Village. The Public Works Department evaluates and prioritizes water main replacement based on defect severity, occurrence interval of failures, service reliability, and other related parameters. This  project includes the replacement of over 8,900 linear feet of water main. There are other capital projects currently under design that include portions of water main replacement that will also utilize funding from this source. 

This year's Water & Sewer Program bid document was split into two components; the Base Bid and Alternate#1. The Alternate were other sections of water main replacement throughout the Village. This was done to leverage all available funds for the maximum amount of work. At this time, Staff recommends the award of the base bid and Alternate #1.

Bids for the 2022 Water System Improvements were duly advertised and publicly opened on March 8, 2022.  Mauro Sewer submitted the lowest responsible bid. The Village’s design engineer, IMEG Engineering, recommends that Mauro Sewer be awarded the contract for the 2022 Water System Improvements. Staff has worked with Mauro Sewer in previous projects and finds their work acceptable. Therefore, Staff concurs with IMEG’s recommendation that the bid be awarded to Mauro Sewer. The base bid is $1,888,964.20 and alternate #1 is $300,914.60. The winning bidder was below the Engineer's Estimate, and has been determined to be responsible and the bid meets specifications.

RECOMMENDATION

It is recommended that the Village Board award a contract for the 2022 Water System Improvements to Mauro Sewer of Des Plaines, Illinois, in the amount of $2,189,878.80 for the Base Bid and Alternate #1, and authorize Staff to execute the necessary documents.
