The approved 2022 Capital Improvements Program includes $6,522,000 in total budgeted funds for storm sewer improvements, backyard drainage improvements, roadway construction, and watermain replacement in the Berkley-Hintz area. The attached map shows the general layout of the project.
The 2022 Capital Fund budget includes $3,072,000 from the Storm Water Control Fund for the storm sewer related portions of the project. The storm sewer improvements include the addition and replacement of large diameter storm pipes and the addition of a detention pond at Raven Park. These improvements will increase the storm water detention for this area and bring the capacity to current standards.
The 2022 Capital Fund budget includes $2,085,000 designated for the roadway reconstruction and resurfacing portions of the project. The road improvements include the reconstruction of Burr Oak Drive, Burning Tree Lane, and Highland Avenue from Hintz Road to Berkley Drive. Reconstruction includes full replacement of road base, limited curb replacement and full-depth asphalt removal and replacement.
The 2022 Water and Sewer Fund budget includes $1,365,000 in dedicated funds for watermain improvements in this area. This project is part of the Village's ongoing program to replace aging watermains throughout the Village. The Public Works Department prioritizes watermain replacement based on defect severity, occurrence failure interval, service reliability, and other related parameters. The project is anticipated to begin in June and conclude by the beginning of December 2022. There are special provisions for work around the school that need to be completed by August 1st.
It is important to note, the Village is a proud recipient of $1,000,000 in State grants from The Illinois Department of Commerce and Economic Opportunity.

The bids ranged from $6,521,255.50 to $8,372,366.36 with the lowest bid received from John Neri Construction Company, Inc. of Addison, IL. Staff from Crawford, Murphy and Tilly Engineers & Consultants (CMT) and the Village analyzed the bid documents and made contact with the apparent low bidder to confirm a clear understanding of the plans and specifications. References on John Neri Construction Company were favorable, and CMT and Village Staff believe they have the ability to perform the work satisfactorily and to specifications.

RECOMMENDATION
It is recommended that the Village Board award a contract for the Berkley/Hintz Area Public Improvements Project to John Neri Construction Company, Inc. of Addison, Illinois, in an amount of $6,521,255.50 and authorize Staff to execute the necessary documents.
