The approved 2022 Capital Budget includes $226,000 for the replacement of one of the Village's street sweepers. The Village has three street sweepers in the fleet, and rent one during the fall season. The sweepers are used for cleaning the Village streets on a zone-based area sweeping schedule, and also used to sweep/clean streets as needed after storm events and water-related repairs. The street sweepers are used almost daily when weather permits, and are critical pieces of equipment to meet EPA standards for keeping the streets clean and keeping debris from clogging storm sewer inlets.

The current sweeper is a 2007 model with 10,000 hours on it.  The Fleet Unit has inspected the current street sweeper and has deemed it in need of replacement. 

The proposed sweeper is a 2022 Elgin Pelican Model NP Sweeper priced through Sourcewell (formerly NJPA), a joint purchasing cooperative similar to NWMC that uses multiple government agencies and collaborative purchasing to obtain more competitive bid pricing. The cost is $270,743 which is $44,743 over budget.  The Village recently transferred surplus funds to the Fleet Fund in anticipation of increased vehicle costs due to supply chain issues.  As a result, Fleet Fund reserves are available to accommodate this overage.

For purchasing through Sourcewell, the local vendor is Standard Truck of Elmhurst, IL. Staff has tested this model sweeper and recommends award.

Funds for this purchase and the overage are available in Account Number 621-9003-572.50-05 (VH9501).

RECOMMENDATION

It is recommended that the Village Board award the purchase of a 2022 Elgin Pelican Model NP Street Sweeper to Standard Truck of Elmhurst, Illinois, in an amount not-to-exceed $270,743 and authorize Staff to execute the necessary documents.
