The FY2022 Capital budget includes funding for the remodeling of the kitchen at Fire Station #3. The kitchen is original to the construction of the building and was last remodeled in 2002. The durability of the original kitchen has proven problematic, due to the heavy use of a 24-hour operation. The goal of the kitchen remodeling is to replace the cabinets, appliances, counter, and flooring, with new more durable materials that can withstand the extensive use of numerous shifts.

In order to obtain higher quality materials and still stay within budget, Public Works has agreed to act as General Contractor with help from the Fire Department personnel.  Numerous quotes were obtained for the various tasks needed to complete the project. Additionally, one contractor has offered to perform a portion of the necessary work at no cost, as a donation to the Village.

Staff is seeking Board approval, because the overall project exceeds our spending authority and the project was not bid as a whole. Savings are expected to exceed $10,000 by allowing staff to perform the project management and coordination required for this project.

The associated lowest bidders for specific items for the project are as follows:

The total estimated expense for the project is $79,027. This exceeds budgeted funds by approximately $18,000. This is primarily due to the industry-wide cost increases associated with the demand and availability of building supplies. Staff will complete all electrical work and serve as the general contractor, which will provide considerable savings.  

Staff has confirmed that there are sufficient funds available to make up for this project overage. Therefore, Staff recommends proceeding with this project as indicated below. 

Funds for the project materials are available in Account Nos.401-7101-571.50-20 (BL 9505), 401-3501-572.50-10 (EQ 9503), 401-7101-571.50-20 (BL9504), and 101-7101-531.31-55.

 
RECOMMENDATION

It is recommended that the Village Board waive the formal bidding process and authorize Staff to proceed with the related individual purchases for the Fire Station 3 - Kitchen Remodel project in an amount not-to-exceed the $79,027 budget, and authorize Staff to execute the necessary documents.
