Background
The purpose of this public hearing is to receive final comments on the proposed:
- 2022 Annual Action Plan including the Community Development Block Grant (CDBG) budget for program year October 1, 2022 – 2023; and
- Substantial Amendments to the 2020 – 2024 Consolidated Plan and 2021 Annual Action Plan.
2022 Annual Action Plan and CDBG Budget
The 2022 Annual Action Plan states how the Village will address its community development need, especially those of its low- and moderate-income residents, during the October 1, 2022 – September 30, 2023 program year including how the Village will use its available CDBG funds.
Since the annual CDBG budget has historically been of particular interest to members of the community, the draft 2021 CDBG allocations ae provided as a separate document for the convenience of the Village Board and the public.
A draft of the 2022 Annual Action Plan is provided. The draft has been updated to include information from the public participation process including public comments received and the Village’s responses to those comments. The 2022 Annual Action Plan will require a final update to reflect public comments and discussions at the Village Board meeting on July 18, 2022 prior to submission to HUD.
Substantial Amendments to the 2020-2024 Consolidated Plan and 2021 Annual Action Plan
Several amendments are proposed to the 2020-2024 Consolidated Plan and the 2021 Annual Action Plan. The purpose of these amendments is correct or update beneficiary goals within the two plans. A summary of the proposed amendments is attached.
Public Comment
A summary of the public comments received on the draft 2022 Annual Action Plan and copies of the written public comments received are attached. No comments were received from the public concerning the proposed substantial amendments.
HUD Review
If approved by the Village Board, the Village’s 2022 Annual Action Plan will be updated as per the July 18, 2022 public hearing and the Village Board’s discussion, and the 2022 Annual Action Plan and Substantial Amendments to the 2020-2024 Consolidated Plan and 2021 Annual Action Plan will then be submitted to Cook County for submission to HUD along with the Plans and actions of other municipal members of the Cook County HOME Consortium. HUD may take up to 45 days to review the Village’s 2022 Annual Action Plan and the Substantial Amendments. Upon approval, HUD will provide a Grant Agreement to the Village for the new CDBG funds.
