Item: Lead Service Line Replacement Loan - Public Hearing

Public Comment Narrative for Lead Law Compliance

 

In August of 2021, the State of Illinois approved Public Act 102-0613.  The Act required removing and replacing every lead water service line in the State by 2067.  Individual municipalities may need to comply earlier, based on their number of lead service lines.  Public Works estimates roughly 5,000 lead or partial lead service lines exist within the Village.  Based on this number, the Village has until 2044 to replace all of the lines.

 

The Village is currently in the process of seeking funding from the Public Works Water Supply Loan Program available through the Illinois Environmental Protection Agency (IEPA).  Prior to receiving approval, public comments are sought regarding potential environmental impacts of the proposed project.

 

As required, the Village is in compliance with all environmental regulations associated with the regulatory agencies listed below:

 

  • Illinois Historic Preservation Agency (SHPO)
  • Illinois Department of Natural Resources (IDNR)
  • Illinois Department of Agriculture
  • Army Corp of Engineering

 

The project plan was reviewed by Village staff and consultants who have concluded that there will be no negative environmental impacts from the project.

 

This public hearing process satisfies the requirements necessary as part of the IEPA's Water Supply Loan Program.
