The Arlington Heights Fire Department is requesting the Village of Arlington Heights Board approve an intergovernmental agreement (IGA) between The Illinois State Toll Highway Authority and the Village of Arlington Heights.  

The IGA was developed through cooperation between the Illinois Fire Chiefs Association and the Toll Highway Authority to create a Statewide agreement for funding Fire and Emergency Medical Services on Tollway responses. The IGA establishes a flat fee of $500 per response for the authority having jurisdiction for the area which Fire and EMS are dispatched.   The agreement does not limit the ability of the Village to bill patients for medical transports and has a set escalator of $10.00 on each anniversary of the agreement. The Village’s normal charges would still apply. The agreement does not alter the Village’s current response practice in any way.

The Arlington Heights Fire Department responded to sixty-nine (69) incidents on the Tollway in 2021. If call volume is similar in future years, this will generate about $35,000 a year for the Village.  It is the recommendation of Fire Department to enter into the IGA as provided to offset the costs associated with Tollway responses.

RECOMMENDATION

It is recommended that a Resolution Approving an Intergovernmental Agreement with the Illinois State Toll Highway Authority for funding of Fire and Emergency Medical Services, be approved.
