The approved 2023 Capital Budget includes $210,312 for the replacement of five Police Department - Patrol Division vehicles. The proposed vehicles are 2023 Ford Police Interceptor Hybrid vehicles. The Police Department have been using Hybrid Interceptors for several years, and have experienced improved fuel mileage and idling performance.
The Public Works Fleet Unit has inspected the current vehicles and have determined they will have exceeded their useful lives when the new vehicles arrive. Due to supply shortages, the current vehicles will be five years old before they are replaced, or one year beyond our typical replacement. The current vehicles will be repurposed to the Village's Pool Vehicle Program, or will be surplused in accordance with Village guidelines.
The Village will be utilizing the State of Illinois Joint Purchasing Master contract for this purchase. The current State of Illinois contract for these vehicles is with Sutton Ford of Matteson, Illinois. The cost of each vehicle is $44,611, with a total cost for the five vehicles at $223,055 which is $12,743 over budget. The Village has successfully worked with this vendor in the past, and staff recommends award.
Funds are available for these purchases in Account No. 621-9003-572.50-05 (VH9503). The Village has recently transferred additional funds to the Fleet Fund due to inflationary pressures on the cost of vehicles. Staff has confirmed with Finance that the Fleet Fund can accommodate the overage. These funds are being obligated in 2022, for the 2023 budget year. Payment is due upon receipt of vehicles.
RECOMMENDATION
It is recommended that the Village Board approve the purchase of five 2023 Ford Interceptor Hybrid vehicles from Sutton Ford of Matteson, Illinois, for a total not-to-exceed amount of $223,055 and authorize Staff to execute the necessary documents. It is understood that this purchase is for FY 2023 and obligates funding in next fiscal year.
