On October 15, 2020, the Wilke Road Resurfacing & Multi-Use Path project was approved for Federal funding. The project consists of the resurfacing of Wilke Road from approximately 600 ft north of IL 62 (Algonquin Rd) to the Union Pacific Railroad just south of US 14 (Northwest Highway) and includes the extension of a concrete multi-use path along the east parkway of Wilke Road from Bray Court to north of Orchard Place connecting to the existing off-street path at the southern edge of Sunset Meadows Park.
After going through the Qualifications Based Selection (QBS) process for Phase I, II, and III Engineering, the Board approved a Phase I contract to Christopher Burke Engineering (CBBEL) on 12/6/2021. The Phase 1 report was completed by CBBEL and approved by IDOT District 1 on August 19, 2022. The report included an updated construction cost estimate, which was a significant increase from the original estimate. The attached memo summarizes the cost increases and recommended methods to account for those costs.
Staff has been satisfied with the work to date performed by CBBEL. The next step in the project is to complete Phase II engineering and obtain State approval. Staff is recommending and requesting approval of a Wilke Road Resurfacing Multi-Use Path Phase II engineering services contract with CBBEL for design, permit, and plan services in the amount of $318,566.
The current budget includes $170,000 in Account No. 401-7101-571.50-30 (ST-2103) for the Phase 2 portion of the project. A budget amendment in the amount of $157,608 is needed to cover the additional $148,566 cost of the Phase 2 agreement and account for an additional $9,042 in approved Phase 1 expenses. There are sufficient funds available in reserves to cover this cost increase. A separate Ordinance is being considered amending the 2022 budget in the amount of $157,608 for the Account No. 401-7101-571.50-30 (ST-2103).
The City of Rolling Meadows has committed to partnering with the Village on all phases of the project and will reimburse the Village for the City’s proportional (approximately 20%) share of the project. An intergovernmental agreement for this cost sharing for Phase 2 Engineering Services will be forthcoming to the Village Board for approval.
RECOMMENDATION
It is recommended that the Village Board award a contract for the “Wilke Road Resurfacing & Multi-Use Path – Phase 2 Engineering Services” to Christopher B. Burke Engineering, Ltd. of Rosemont, Illinois, for the not-to-exceed cost of $318,566 and authorize staff to execute the necessary documents.
