The 2022 Capital Improvement budget (CIP) includes $376,900 for Municipal building refurbishing. The flooring at the Senior Center is in need of replacement throughout the main lobby, hallways, and large Community Room. The existing vinyl sheet flooring is original to the facility, and over the years received significant maintenance to abate trip hazards. However, after 25 years of consistent foot traffic, Public Works staff is recommending removal and replacement of the flooring within the Center's main areas with a durable luxury vinyl tile (LVT).
The proposed LVT material will look like a wood floor, and give the space a modern appearance. Additionally, LVT is much more durable than the existing vinyl sheet flooring and is designed to handle the heavy wear & tear that the Senior Center experiences daily. The LVT flooring will also be easier to maintain, due to the flooring being installed by planks, rather than continuous sheets. If a trip hazard develops, it can easily be cut out and replaced without the need to match seams or patterns, as present in the existing flooring.
Public Works staff met with multiple contractors to review material options and develop a scope of work for the Senior Center site. The following three quotes below included removal and disposal of existing flooring, new flooring materials, and installation.

Staff recommends award to the low bidder, Midway Flooring, which is the winning bidder in the Sourcewell Cooperative Purchasing contract, (formerly the National Joint Purchasing Alliance or NJPA) for floor installation. Sourcewell is a joint purchasing cooperative contracting agency for over 40,000 Municipalities nationwide with competitively awarded contract purchasing solutions through industry-leading vendors. The Village has been a member of the Sourcewell program for nearly a decade, and has made several purchases utilizing these contracts, and has been pleased with the deliverables.
Staff recommends the award of the Senior Center - Replacement Flooring Project to Midway Flooring of Woodridge, IL for a not-to-exceed amount of $138,375.68.
Funding for these services is available in Municipal Building Refurbishing Account No. 401-7101-571.50-20 (BL9505).
RECOMMENDATION
It is recommended that the Village Board award the Senior Center - Replacement Flooring project to Midway Flooring in an amount not-to-exceed $138,375.68 and authorize Staff to execute the necessary documents.
