In 2021, the Village Board approved a contract with Civiltech Engineering, Inc. to complete a Phase I study to evaluate the possibility of a road diet on Windsor Drive. This project was identified in the Village of Arlington Heights Bicycle and Pedestrian Plan (2017) and aims to improve the pedestrian and bicycle mobility along Windsor Drive from Lillian Avenue to Crabtree Drive by implementing a road diet to reduce the 4-lane cross section to one lane in each direction, a two-way left turn lane, and a bike lane in each direction. In addition, the existing sidewalks will be widened to a consistent 8-foot width throughout the corridor and ADA improvements will be completed.
The Phase I study is still ongoing; however, the Illinois Transportation Enhancement Program (ITEP) announced a call for projects which is a funding opportunity for bicycle and pedestrian improvement projects. An ITEP Grant will fund 80% of the design engineering, construction, and construction engineering for the project with 20% to be paid for with local funds. Therefore, the Engineering Division of the Public Works Department is pursuing this grant opportunity to fund the next phases of this project.
To qualify for this funding opportunity, it is necessary to obtain a resolution from the Village Board committing to cover its share (20%) of the design engineering, construction, and construction engineering expenses, plus any additional amounts as may be required for the Village’s share of the project costs.
RECOMMENDATION
It is recommended that the Resolution committing to cover its share (20%) of the design engineering, construction, and construction engineering expenses, plus any additional amounts as may be required for the Village’s share of the project costs, if this project is selected for an ITEP grant be adopted by the Village Board.
