The Engineering Division of the Public Works Department is actively seeking grant opportunities to fund bicycle and pedestrian facility improvement projects identified in the Bicycle and Pedestrian Plan (2017).  One high-priority project identified in the plan is the addition of buffered bike lanes along Goebbert Road from Golf Road to Falcon Drive. This segment was identified by the Bicycle and Pedestrian Advisory Commission as a high priority corridor because of its unique access to single- and multi-family residential developments, the Forest View Education Center, the Forest View Racquet & Fitness Club, and other destinations in the southeast part of the Village.  It serves at the southern segment of the Douglas/Dryden north-south framework bike and provides an important connection, via the proposed bikeway on Falcon Drive/Willow Lane, to the Village of Mount Prospect and to the Kopp/High Ridge Knolls Park Trail.

The Illinois Transportation Enhancement Program (ITEP) announced a call for projects which is a funding opportunity for bicycle and pedestrian improvement projects.  An ITEP Grant will fund 80% of the phase I engineering, design engineering, construction, and construction engineering for the project with 20% to be paid for with local funds.  Therefore, the Engineering Division of the Public Works Department is pursuing this grant opportunity to fund all phases of this project.

To qualify for this funding opportunity, it is necessary to obtain a resolution from the Village Board committing to cover its share (20%) of the phase I, design engineering, construction, and construction engineering expenses, plus any additional amounts as may be required for the Village’s share of the project costs.

RECOMMENDATION

It is recommended that the Resolution committing to cover its share (20%) of the phase I, design engineering, construction, and construction engineering expenses, plus any additional amounts as may be required for the Village’s share of the Goebbert Road Bike Lanes project costs if this project is selected for an ITEP grant be adopted by the Village Board.
