Item: Professional Engineering Services Agreement for Lead Service Line Replacement

The 2023 Public Works Capital Budget includes $100,000 for engineering design for the first year of lead service line replacements. The Village of Arlington Heights has an estimated 4,460 lead service lines (LSLs) within the water system.  State law requires that all lead services within the Village of Arlington Heights be replaced by 2044. As a result, Staff is in the process of working with consultants to develop a multi-year lead service line replacement (LSLR) program.  As part of this multi-year program, Staff is pursuing all available funding options, primarily available through the Illinois Environmental Protection Agency (IEPA).  

To be eligible for this loan, the Village with assistance from a consulting engineer, Engineering Enterprises Inc. (EEI) prepared and submitted a Drinking Water Project Plan for review and approval by the IEPA.  In alignment with the development of the plan, the next step for the Village is to proceed to the next phase of the loan program, which includes preparation of the Public Water Supply Loan Program (PWSLP) loan application and design engineering necessary for “Year 1” improvements. These initial improvements will focus on services identified by the Village where the public side (watermain to b-box) is lead and the private side (b-box to meter) is copper. In this proposed phase, only the public side of the service will be replaced. 

The anticipated project value (engineering plus construction) target is $4 million to address between 450 and 500 known residential water services.  

EEI’s proposed scope of service items includes preparing and submitting all required loan application documentation for the PWSLN, as well as design engineering and bidding services. Construction Engineering services will be developed and submitted at a later time. 

Funds for these components are included in the 2023 Capital Plan and Budget in the following Account No. 505-7201-571.50-15. 

RECOMMENDATION

 

It is recommended that the Village Board approve the professional services agreement for services required to initiate Year 1 of the Village’s Lead Service Line Replacement Program, which includes seeking funds through the Illinois Water Supply Program from Engineering Enterprises Inc., in an amount not to exceed $94,989.00, and authorize the Village Manager to execute all necessary documents.  It is understood that approving this contract authorizes expenditures of 2023 funds.
