The Utility Division's daily operations rely heavily on an essential piece of equipment called a vacuum and jetting truck, or simply referred to as a Vactor. The Vactor assists the Department in many core Department functions such as sewer root cutting, excavating for water service repairs and main breaks, installing light poles, and even serves the Village's Fire Department as an emergency response vehicle, in the event of a trench collapse.
Earlier this month, the Vactor suffered a catastrophic failure. Public Works staff delivered the truck to Standard Equipment of Elmhurst, Illinois, for a complete evaluation and repair estimate. Standard Equipment is the sole source for all maintenance activities related to the Vactor, due to the highly specialized function of the equipment. Standard Equipment determined that the debris cages within the unit failed, leading to the unrestricted movement of debris through the Vactor's internal systems, destroying the fan assembly, and causing all suction functions to fail. As a result of these factors, Public Works staff have received a quote for $31,337.98.
Due to the Department's dependence on the Vactor for day-to-day maintenance activities, an emergency authorization to approve the quote and authorize repairs was received through the Village Manager’s office. Standard Equipment anticipates having the equipment back and ready for service by the week of October 10th, 2022. While repairs are in progress, Public Works is working with neighboring Public Works Departments to utilize their equipment, should emergencies arise.
Public Works staff recommends emergency repair to the Department's Vactor for a not-to-exceed amount of $31,337.98 through Standard Equipment.

RECOMMENDATION
It is recommended that the Village Board award the Vactor Truck Emergency Repairs to Standard Equipment of Elmhurst, Illinois, in an amount not-to-exceed $31,337.98 and authorize staff to execute the necessary documents.
