Item: Aerial Truck Purchase - Fire Department

The Fleet Replacement Program has an Aerial truck scheduled for replacement in 2023. The FY2023 Capital budget allocates $1,854,000 for this purchase. The Fire Department has two Aerial trucks that rotate every 10 years first as a front line and 10 years as reserve. A committee comprised of Fire and Public Works Staff have worked to complete the design and specifications for the new Aerial truck and have determined that Pierce is the preferred manufacturer.

 

Current build time for this vehicle is 28-31 months. The long anticipated build time and inflationary pressures continue to negatively impact Capital equipment purchases. In order to help offset rising costs, Staff would like to order the Aerial truck this year.  By the time the new Aerial truck will be placed in service, the current Aerial truck will have exceeded its life cycle of 20 years.  The current Aerial truck will be surplused in accordance with Village policy.

 

The proposed purchase, a 2023 Pierce Velocity Aerial truck, is from MacQueen Emergency LLC through Sourcewell (formerly NJPA), a joint purchasing cooperative similar to NWMC that uses multiple government agencies and collaborative purchasing to obtain more competitive bid pricing. 

 

Submitting this requisition request at this time, despite not taking delivery until 2025 allows the Village to save $132,000

 

Staff is requesting approval to purchase one 2023 Pierce Velocity Aerial truck in the amount of $1,773,700  from MacQueen Emergency LLC, of Appleton, Wisconsin.  It is understood that approving this item will obligate the Village for an expenditure in 2023.

 

Funding for this purchase is available in Account No. 621.9003-527.50-05 (VH9504). 

 

RECOMMENDATION

 

It is recommended that the Village Board approve the purchase of one 2023 Pierce Velocity Aerial truck from MacQueen Emergency LLC of Appleton, Wisconsin, in the amount of $1,773,700 and authorize Staff to execute the necessary documents.
